ROMANIA: Development of the Digitization Strategy for the Romanian Court of Accounts
In the context of the new changes that the Romanian Court of Accounts is making in order to update the regulations in the field of auditing with current International Auditing Standards, it aims to develop a new institutional strategy, a strategy that will be complemented by a Digitization Strategy - for the period 2023 - 2027. The development of the Digitization Strategy is part of the DGREFORM Project - REFORM/SC2021/107, part of the Framework Contract No. SRSS/2018/01/FWC/002, funded by the European Commission.
In view of the need for digital transformation, the Court's management has identified several urgent internal needs/issues that will be addressed through the Digitization Strategy.
- The need to review the information technology infrastructure following major ongoing development projects.
- Lack of agility in responding to changes in technical regulations and changes in complex audit processes.
- Streamlining capacity planning related to information technology activities.
- Delays in providing IT services and addressing the various needs of the organization.
- Lack of defining critical policies to be implemented in the field of information technology;
- The need to implement the ethical framework regarding the use of the analysis of large volumes of data.
- The need for the necessary tools to manage the various strategic initiatives within the organization at management and operational level.
- Identifying sources of funding for projects with IT component and streamlining the allocation of IT costs.
Thus, it is necessary to align between the development strategy of the organization and the Digitization Strategy.
The project is carried out in partnership with EY Romania as a Consultant, our partner performs an analysis of the processes in the field of digitization based on the TOGAF methodology.
